Les Optimates de la Colline Parlementaire de Québec is a French-language Toastmasters club founded on September 15, 1992, and chartered on December 1, 1992. Located on the Parliamentary Hill in Québec City, the club brings together workers, students, and retirees from the public service, parapublic sector, and private enterprises. It is a non-profit organization affiliated with Toastmasters International (Club #9127, District 61, Area I92). Meetings are held in a hybrid format (in-person and online) every other Tuesday at noon. The club is open to all interested parties with no membership restrictions.

Membership & sessions

Open to all interested parties — no membership restrictions. Toastmasters International semiannual dues: USD $60 (approx. $10/month), prorated for mid-period joiners. One-time new member fee: USD $25 (covers first Pathways path and administrative processing). Additional club-level dues may apply; contact the club for current rates. Guests may attend meetings for free.

Additional information

Club name 'Les Optimates' is derived from a work by Cicero, meaning 'the union of honest people.' Originally founded by employees of the Quebec Ministry of Industry, Commerce, Science and Technology. The club is managed by a volunteer board of directors. Winter-spring 2026 season meetings resumed January 13 and 20, 2026, then biweekly thereafter.
